Особливості реалізації проектів економічного розвитку в Україні

Abstract

Проєкти розвитку особливо важливі для економіки України, котра несе важкі втрати в результаті дії воєнного стану. Вивчено проблеми впровадження проєктів економічного розвитку та обґрунтовано доцільність їх застосування. Розроблено науково обґрунтовані концептуальні засади та практичні рекомендації стосовно основних тенденцій управління проєктами розвитку. Встановлено, що особливостями проєктів розвитку є те, що до цілей належать не тільки кінцеві результати проєкту, але й обрані шляхи досягнення цих цілей. Запропоновані заходи дозволяють забезпечити керованість процесу реалізації проєкту, завдяки аналізу інструментів, здійсненню оцінки ризиків проєкту та запобіганню останнім. Для забезпечення розбудови і повоєнного розвитку доцільно об’єднати зусилля держави і суб’єктів господарювання в спільній програмі розвитку національної економіки. The goal is a comprehensive study of the peculiarities of the application of economic development projects in the process of building Ukraine in the conditions of post-war economic recovery. The importance of development projects for the economy of any country is determined by their ability to create a large number of jobs, the possibility of consuming products from many sectors of the economy and ensuring sustainable economic development. This ability is especially important for the economy of Ukraine, which is suffering heavy losses as a result of the martial law, the destruction of part of the production potential, and significant losses of the workforce. The economic effect of development is enhanced by the multiplier effect. To solve scientific problems, the following are used: comparative analysis of empirical data; abstract logical generalization. In the process of analysis, it was established that the successful implementation of development projects is designed to create conditions for solving the main problems in both society and the economy, and the foundations will be created for the beginning of a new stage of development of Ukraine, that is why the study of the possibilities of applying economic development projects in the conditions of recovery and development of Ukraine on time. The problems of implementing economic development projects were studied and the expediency of their application was substantiated. Scientifically based conceptual principles and practical recommendations regarding the main trends of management of development projects have been developed. It has been established that the features of development projects are that the goals are not only the final results of the project, but also the chosen ways of achieving these goals. The proposed measures make it possible to ensure the controllability of the project implementation process, thanks to the analysis of tools, the implementation of project risk assessment and their prevention, the use of the most effective organizational structures, the appropriate management algorithm, procedural and digital model, and the achievement of the project goal. To ensure reconstruction and post-war development, it is advisable to combine the efforts of the state and business entities in a joint program for the development of the national economy.
