| Description: | The necessity of developing a combined system of indicators of the national economy development and the effectiveness of regulatory policy is determined. The purpose of the work is to develop a combined system of indicators for the development of the national economy and the effectiveness of regulatory policy based on the methodology of polydiagnostic assessment of the national economy development. It is proposed to present a system of indicators of regulatory policy evaluation and its results in the form of two subsystems: indicators of the assessment of the national economy development (regulatory policy outcomes) and indicators for assessing changes in the regulatory policy. The combined indicator system is based on indicators used by World Bank experts in assessing sustainable economic development, indicators and indicators of the Doing Business rating, indicators of management of the Worldwide Governance Indicators and indicators of the Business regulation component of the Economic Freedom of the World. An assessment of the compliance of the specified indicators with the requirements for dynamic analysis and data availability on the basis of an expert survey was conducted. The calculation of the aggregated index of changes in development over the spheres and the generalizing index of regulatory policy changes for each sphere, the model of the dependence between the indicators for each sphere, is proposed. On the basis of this, the coefficient of elasticity of the index of development change for one sphere is determined from the generalizing index of the change of the regulatory policy for the given sphere. As a result of the study, a combined system of indicators for the development of the national economy and the effectiveness of regulatory policy was built. This system, unlike the others, is based on the methodology developed by the author of the polydiagnostic assessment of the development of the national economy and indicators of international ratings that characterize the regulatory policy. Such an approach allows not only to assess development in different spheres of the national economy, but also to determine its dependence on changes in regulatory policy. |
