| Abstract: | Проведено аналіз видів оцінювання. Обґрунтовано, що для регулювання розвитку національної економіки доцільно використовувати полідіагностичне оцінювання, що дасть можливість здійснення одночасного обліку найбільш важливих критеріїв за рахунок багатогранної діагностики. Побудовано систему показників оцінки розвитку національної економіки, використання якої дає змогу дотримуватися усіх наведених у роботі принципів оцінювання. Запропоновано методологію оцінювання розвитку національної економіки, яка передбачає гармонійне поєднання проблемно-концептуального, інформаційного, методичного та функціонального поля оцінювання. На відміну від інших запропонована у роботі методологія оцінювання відображає логіку проведення полідіагностичного оцінювання розвитку національної економіки для визначення основних проблем в окремих її сферах, що створить підґрунтя для розробки та впровадження заходів щодо регулювання розвитку національної економіки. |
| Description: | Purpose. The aim of the article is to develop a national economy development evaluation methodology that takes into account its multidimensionality and is aimed at identifying main problems in its certain spheres. Evaluation is an integral part of strategic planning, regulation, control, and management of the national economy development. The quality of evaluation directly affects the effectiveness of decisions that are aimed at regulating the national economy development. Methodology. The methodological basis of the research is general scientific and special methods of scientific cognition: systemic, analysis and synthesis, comparison and systematization. Works of Ukrainian and foreign scientists are the informational base of the study. Results. The analysis of evaluation types is carried out. The use of polydiagnostic evaluation to assess the national economy development is substantiated. On the basis of the indicators of sustainable economic development assessment SEDA a system of indicators for development assessment is generated, the use of which allows to follow the principles of evaluation. National economy development evaluation methodology is provided. Originality. Methodology supposes harmonious combination of the problem-conceptual, informational, methodical and functional field of evaluation is proposed, and, unlike the others, reflects the logic of polydiagnostic evaluation of the national economy development in order to identify the main problems in its certain spheres. Practical value. The proposed methodology serves as the basis for development and implementation of measures to regulate the national economy development and to make a diagnosis of problems in those areas which require the regulation of the development of national economy. Conclusion. The application of polydiagnostic indicators gives a possibility simultaneously to take into account the most important criteria of the national economy development, since it is polydiagnostics that is used in difficult conditions. |
