| Abstract: | У статті досліджено значення місцевих фінансів для економічного розвитку держави. Проаналізовано основні проблеми функціонування місцевих фінансів в сучасних умовах трансформації економіки України. Запропоновані шляхи вдосконалення системи міжбюджетних відносин та пріоритетні напрями реформування бюджетного регулювання. Розглянуто програму нового уряду України щодо ситуації, яка склалась в Україні на початку 2014 року. Зазначено, що в умовах політичної та економічної кризи, ринкових трансформацій місцеві фінанси і місцеві бюджети стають основними фінансовими гарантами існування і розвитку демократії та надання населенню суспільних послуг і благ. |
| Description: | The article investigates the importance of local finance for economic development. The basic problems in the functioning of local finance in the current conditions of the transformation of the economy of Ukraine. The ways of improving the system of intergovernmental relations and priorities of reform of budgetary control. We consider the application of the new government of Ukraine on of the situation in Ukraine in early 2014. It is noted that in terms of political and economic crisis, market transformation, local finances and local governments are the main financial guarantees and existence of democracy and the provision of public services and benefits. |
