| dc.description | Some areas of special criminological prevention of illegal sowing or cultivation of hypnotic poppy or hemp have been investigated by the National Police of Ukraine. It is noted that the urgent and timely task for the bodies of the National Police of Ukraine is to develop eааective measures to counter the negative phenomenon in view of the modern achievements of science and technology. Thus, within the framework of the unified information system of the Ministry of Internal Affairs of Ukraine, it is proposed to create and include in the list of priority information resources a geographical database of records of the territories in which both illegal and licensed cultivation of narcotic plants and persons involved in such activities are distributed. The necessity of developing a mechanism for attracting the technologies of satellite monitoring of land by the units of counteraction to drug crime by the National Police of Ukraine to the detection of illegal crops of sleeping pills and hemp is emphasized. It is proposed to include in the Aviation Rules of Ukraine a separate section on the regulation of the procedure for the use of unmanned aerial vehicles by units of the National Police of Ukraine and other law enforcement agencies for crime prevention. In this section, in particular, it is desirable to develop a simplified procedure for obtaining the right to fiy and to extend the scope of use of quadcopter. It is stated that the special criminological prevention of National Police of Ukraine sowing or cultivation of hypnotic poppy or hemp should be based on strict observance of the norms of laws and requirements of other normative acts in this field, as well as on the principles of interaction with other law enforcement authorities, local authorities and local authorities and individual citizens, suggested ways to improve national legislation on this issue. | uk_UA |
| dc.description.abstract | Досліджено окремі напрями спеціально-кримінологічного запобігання Національною поліцією України незаконним посівам або вирощуванню снотворного маку чи конопель. Зроблено висновок, що актуальним і своєчасним завданням для органів Національної поліції України є розробка дієвих заходів протидії розгляданому негативному явищу з урахуванням сучасних досягнень науки і техніки. Констатовано, що спеціально-кримінологічне запобігання незаконному культивуванню нарковмісних рослин повинно ґрунтуватися на чіткому дотриманні норм законів та вимог інших нормативних актів у цій сфері, а також на засадах взаємодії з іншими правоохоронними органами, органами державної влади та місцевого самоврядування, громадськими організаціями та окремими громадянами. | uk_UA |
