| Короткий огляд (реферат): | У статті узагальнено підходи вчених щодо теоретичних і практичних аспектів фінансування вщої освіти в Україні. Здійснено оцінку позицій України у рейтингу Глобального індексу конкурентоспроможності та за субіндесом «Вища освіта та професійна підготовка». Показано сучасні проблеми фінансового забезпечення розвитку вітчизняної системи вищої освіти. Визначено недостатньо задіяні джерела фінансування вищих навчальних закладів в Україні. Окреслено пріоритетні напрями удосконалення фінансового забезпечення вищих навчальних закладів в умовах сучасних глобалізаційних процесів. |
| Опис: | The purpose of the article is consolidation scientists’ approaches to theoretical and practical aspects of financing higher education in Ukraine and to determination of higher educational institutions funding directions improvement in conditions of modern globalization processes. The article summarizes the scientists’ approaches regarding the theoretical and practical aspects of financing higher education in Ukraine. Summing up the positions of domestic authors, we support the idea about two main directions of formation of a socially-oriented mechanism of higher education financial support: the search for ways of financing sources diversification and the priority of the state financial component. Position of Ukraine in the Global Competitiveness Index ranking and “Higher education and professional training” sub-index is assessed. The assessment of the educational component in GCI shows that higher education in recent years remains a significant component of the overall competitiveness index, on which Ukraine has competitive advantages. That is, higher education largely determines the country's success in the competition. The priority directions of improvement of financial provision of higher educational institutions in conditions of modern globalization are outlined. These are the following: higher education financial provision mechanisms modernization, expansion of funding sources, including credit and charities. It is concluded that systemic qualitative changes in the education system are possible under the condition of proper financial support, only if there are reliable and stable sources of funding, education will fulfill its mission of developing the human potential of the country in terms of training, research and other aspects. In this context, it is important to apply a real functioning multi-channel financing mechanism for education, in particular stimulating business entities to participate in the system of higher education development, educational institutions material and technical base strengthening, endowment funds of higher education institutions promoting, attraction of grant financing. |
