| Короткий огляд (реферат): | У роботі охарактеризовано сучасний стан нормативного та організаційного функціонування, особливостей державно-приватного партнерства (далі – ДПП), наведено власні рекомендації щодо шляхів удосконалення розвитку та запровадження стратегічного підходу до планування сталого територіального розвитку. Акцентовано на тому, що активізація планувальної діяльності, з одного боку, є закономірним етапом розвитку регіонів та окремих територій, з іншого – намаганням регіонів знайти адекватні інструменти, які б допомагали відповісти на виклики сучасного глобалізованого світу, коли істотно пришвидшуються різноманітні зміни, в тому числі політичні, економічні, соціальні, технологічні, екологічні. Висвітлюється тема державно-правового партнерства у реалізації економічного і соціально- культурного розвитку територіальних громад. |
| Опис: | The modern state of normative and organizational functioning, peculiarities of the state-private partnership (hereinafter referred to as SPP) have been characterized in the work, and the own recommendations as for the ways of the improvement of the development and the introduction of the strategic approach to the planning of sustainable territorial development have been pointed. Attention is focused on the fact that the activation of the planning activities, on the one hand, is a regular stage of the development of the regions and the individual territories, on the other hand, it is an attempt of the regions to find the adequate tools that will help to answer the challenges of the modern globalized world, when the diverse changes are significantly speeding up, including political, economic, social, technological, ecological. The theme of the state-legal partnership in the realization of the economic and the socio-cultural development of the territorial communities is highlighted. It has been characterized that the Law of the Ukraine «On State-Private Partnership» is the main law in the legislation system of SPP. The definition has been given and the features have been outlined that characterize the relationship of the state-private partnership. The definition of the state-private partnership is given as cooperation between the state of the Ukraine, the Autonomous Republic of Crimea, the territorial communities represented by the relevant state bodies that, according to the Law of the Ukraine «On the Management of the Objects of State-property» that manage objects of the state property, local self-government bodies, the National Academy of Sciences of the Ukraine, national branch academies of sciences (state partners) and legal entities, except for the state and the communal enterprises, the institutions, the organizations (private partners), which are carried out on the basis of the contract in the manner established by this Law and other legislative acts, and corresponds to the signs of the state-private partnership determined by this Law. The actuality of the strategic planning and the development of the united territorial communities is emphasized and attention is focused on the important role of the state-private partnership in the realization of the economic and the socio-cultural development of the territorial communities. |
