| dc.description | The article deals with the analysis of scientists’ works who believe that only with the formation and implementation of new approaches to law enforcement activities in relation to law enforcement and the judiciary, as well as, above all, new approaches to evaluating their work, it is safe to say a certain level of security of each person. Prevention of offenses should be as important indicator of the activities of the relevant entities as the number of detected offenses and the perpetrators, and the number of persons prosecuted for various types of legal liability, and so on. The emphasis has been placed on the fact that the formula for the effectiveness of law enforcement agencies should be derived not from statistics and quantitative indicators, but through qualitative indicators, a thorough analysis of which will lead to understanding the content of problems of obtaining a certain level of efficiency. The quality of preventive activities is determined by the effectiveness, impartiality and professionalism of the authorized state bodies and their officials, on whose work the level of public trust in government instiutions also depends. The announced tasks will be implemented in conjunction with the adoption by the Verkhovna Rada of Ukraine of the laws of Ukraine «On Crime Prevention» and «On Statistical Accounting of Offenses», the content of which depends entirely on the representatives of criminology. It has been found that the level of efficiency of criminological activity is established on the basis of research of various objective criteria, such as: 1) normative-legal basis of criminological activity of police; 2) the level of public confidence in the activities of the police; 3) the state of public safety and order in the country; 4) the state of management and organization of criminological activities; 5) human resources of the police, etc. The paper emphasizes that this list is not exhaustive. It has been proved that the efficiency of criminological activity of the police has been steadily growing in recent years, as evidenced by such key indicators as increasing public confidence in police activities and steadily reducing the number of criminal offenses committed in Ukraine over the past 4 years. The emphasis has been placed on the need to amend the current legislation, first of all, by supplementing Part 1 of Article 23 of the Law of Ukraine «On the National Police» with such police powers as: 1) criminological monitoring, monitoring the operational situation in the country; 2) participation in the development and implementation of combatting crime, etc.), modernization of the scientific and technical component of criminological activities of the police, deepening cooperation with other combating crime actors, etc. | uk_UA |
| dc.description.abstract | Акцентовано увагу на тому, що формулу ефективності діяльності органів правопорядку слід, перш за все, виводити не за допомогою статистики й кількісних показників, а через якісні показники, ґрунтовний аналіз котрих призведе до усвідомлення змісту проблем одержання певного рівня даної ефективності. Якість запобіжної діяльності зумовлюється результативністю, неупередженістю та професіоналізмом уповноважених державних органів та їх посадових осіб, від роботи яких залежить ще й рівень довіри громадян до владних інституцій. Проголошені завдання можливо буде реалізувати в комплексі із прийняттям Верховною Радою України законів України «Про профілактику правопорушень» та «Про статистичні обліки правопорушень», змістовне наповнення яких цілком і повністю залежить від представників кримінологічної науки. | uk_UA |
