| dc.description | The article, based on the analysis of current legislation, available scientific, journalistic and methodological sources, including foreign experience, defines the concept, clarifies the essence and importance of administrative and legal means of ensuring air safety of a preventive nature. It has been established that the essence of legal protection of atmospheric air is to limit those anthropogenic impacts on atmospheric air that have negative consequences for humans and the environment. Carrying out protection of atmospheric air, the state in the person of the authorized nature protection bodies proceeds from a task to prevent harm to the person and environment in the course of interaction of a society and the atmosphere. The importance of administrative and legal prevention as a means of legal protection of atmospheric air is emphasized, which allows to ensure the implementation of promising areas of environmental protection and a favorable state of the environment. Achieving such goals in the complex depends on the effective implementation of measures of environmental planning, forecasting, environmental information and environmental education, strengthening the role of the public in this process and so on. The main directions of development of environmental prevention in the field of air protection have been identified, including: a) monitoring and control of environmental prevention activitie by public authorities and society to differentiate preventive functions and determine the capabilities of the subjects of this activity, increase their status, etc.; b) improvement of information, legal and organizational support of the carried out ecological preventive activity; c) obtaining the necessary social support in the implementation of weather protection measures; d) establishing useful for the country international relations in this area. | uk_UA |
| dc.description.abstract | У статті на основі аналізу чинного законодавства, наявних наукових, публіцистичних та методичних джерел, у тому числі зарубіжного досвіду, визначено поняття, з’ясовано сутність і значення адміністративно-правових засобів забезпечення безпеки атмосферного повітря профілактичного характеру. Встановлено суть правової охорони атмосферного повітря, підкреслено значення адміністративно-правової профілактики як засобу правового убезпечення атмосферного повітря, що дозволяє забезпечити проведення у життя перспективних напрямів охорони довкілля та сприятливий стан навколишнього природного середовища. | uk_UA |
