This article is devoted to strategic management of local budgets resoursing studying in local-self government system. Methodological model of researching, subjects, objects and links between elements of the local budgets resoursing system are determined. The content of the methodological levels is worked out. Vertical (subordination, hierarchical) and horizontal (coordination, hierarchical) links are created between the elements local budgets resoursing system. To describe the structure of the system the theory of graphs as graphic model of structure is used. Meso-convergence in local budgets resoursing and directions of administrative and managerial levers development are substantiated.
