Криміналізація злочинів у сфері торгівлі людьми: міжнародно-правовий аспект

Abstract

Розглянуто проблемні питання порушення прав та свобод людини і громадянина, а саме: торгівлі людьми. Торгівля людьми є злочином з підвищеною латентністю і віктимізацією жертв. Це суспільно небезпечне діяння являє собою транснаціональну загрозу для більшості держав європейського регіону, тому що жертва проходить через різноманітні стадії: вербування, переміщення, експлуатація, перепродаж.

One of the priorities of any state is to ensure rights and legitimate interests of citizens of Ukraine where they are. Human rights are the foundation of social relations and all aspects of humanitarian activities. International law considers trafficking as one of the serious crimes, leading to prolonged violation of human sacrifice. Human trafficking is a modern manifestation of slavery, which may manifest itself in the sale, purchase entity for its use, not necessarily related to the provision of sexual services. Hard work and its low pay, and unemployment Ukraine urges citizens to seek high-paying work, or at least its normal conditions in other regions of the country and even abroad. IOM provides international cooperation in addressing migration issues, humanitarian support to refugees and internally displaced persons. One of the main directions of cooperation with IOM member states is to organize activities to combat trafficking. Today Ukraine and IOM carries out wide-ranging cooperation on combating human trafficking and sexual exploitation, as well as the return of the territory of our country. So in Ukraine IOM implements anti-trafficking program within which conducts comprehensive work on preventing and combating this type of crime, as well as with government agencies and other organizations providing assistance to victims of trafficking. However, it is advisable to pay special attention to the legal basis and the material base of major international regulations, laws, conventions and programs in combating trafficking. Trafficking is almost regarded scientists in the form of modern problems of social and economic order. The need for appropriate scientific review determines the relevance of the article, its goals and objectives. Today trafficking with drugs and arms trafficking is the most profitable area of activity. However, for trafficking feature is its transnatsionalnist. That is why the United Nations, International Labor Organization and other intergovernmental institutions seeks to counter this phenomenon.
