| Короткий огляд (реферат): | У дослідженні йдеться про нормативно-правові акти та практику залучення громадськості до контролю за діяльністю поліції в зарубіжних державах. Наводяться твердження про ключову роль інституту громадського контролю за діяльністю поліції в контексті побудови Національної поліції України за зразком поліцейських інституцій Західної цивілізації, держав із розвиненою демократією та демократичними інститутами. Висвітлюються основні положення міжнародних нормативноправових актів, які встановлюють головні принципи та стандарти щодо громадського контролю за діяльністю поліції, поліцейських служб. Акцентується увага на тому, що держави Західного світу ще в минулому столітті розпочали системну роботу над широким залученням громадськості до прийняття управлінських рішень органами публічного адміністрування та місцевого самоврядування, у тому числі й в питаннях громадського контролю за діяльністю поліції. |
| Опис: | The study deals with regulations and the practice of involving the public in the control of police activities in foreign countries. The key role of the institute of public control over the activities of the police in the context of building the National Police of Ukraine on the model of police institutions of Western civilization, developed democracies and democratic institutions is stated. The main provisions of international normative legal acts, which establish the main principles and standards for public control over the activities of the police and police services, are highlighted. The emphasis is placed on the need to cover not only the positive experience but also the situation with public control in countries with undemocratic regimes, especially among the member states of the USSR. effective or efficient mechanisms of public control over the activities of the police, which is a repressive institution rather than a law enforcement agency). At the same time, the successful experience of Poland and Georgia in building effective police bodies that are accountable to civil society and enjoy authority among the population is presented. The emphasis is placed on the fact that in the last century Western countries have begun systematic work on broad public involvement in public administration and local government decision-making, including in public control over policing. The norms of the Polish Law on Police are considered, which contain norms on the need to report police officers to special institutions within local self-government, inform about their activities, in this aspect we are talking about the norms of the Georgian Law on Police |
