| Короткий огляд (реферат): | Розглянуто питання, пов’язані зі зростанням обсягів тіньової економічної діяльності та наслідки яких негативно позначається на динаміці ВВП та доходах держбюджету. Через скорочення доходів бюджету у вигляді податкових платежів, навіть за незмінних обсягів державних видатків, зростає бюджетний дефіцит, а отже, і державний борг, як наслідок, це призводить до прискорення темпів нагромадження сукупного боргу. Як наслідок, зростання заборгованості на фоні уповільнення офіційного ВВП має негативний вплив на рівень стійкості фінансової системи держави. Рівень тіньової економіки в Україні є більше, ніж великим, саме це збільшує рівень загроз для фінансової безпеки держави, через недостатнє наповнення і нераціональне використання коштів бюджетів усіх рівнів. |
| Опис: | The constant growth of the shadow sector of the economy is defined as one of the main problems of the near future. This is typical for developing countries and also for developed countries. Due to historical factors, our state contains a significant shadow component. The shadowing of the country's economy is defined as a threat to national security, in accordance with Art. 7 of the Law of Ukraine "On Fundamentals of National Security of Ukraine". The main reasons for the shadowing of the economy are poor conditions for doing business, lack of institutional conditions for the development of a competitive economy, monopolization of the national market, constantly growing level of corruption, insufficient control over money and financial assets. It should be noted that an important step in overcoming the shadow sector of Ukraine may be the real correlation of legal and illegal funds in the monetary sector. Today there is an unstable functioning of banking institutions, notional insurance, currency speculation, and this indicates the penetration of shadowing into all components of the financial system of the state. Since banks and insurance companies, acting as the main structural units of the country's financial system, are at the same time the main channels for the outflow of money into the shadow turnover, it is worth exploring the possibility of developing national standards for cash flow transparency of banks and insurers. Currently, most banking institutions are in an unstable financial position, so the reliability of such banks is questionable. Shadow operations of banking institutions and insurance companies deprive the national economy of resources for development, and as a result, negatively affect the financial system of the state. The State Financial Monitoring Service of Ukraine is a central executive body that implements the state policy in the field of prevention and counteraction to legalization (laundering) of proceeds from crime or terrorist financing. It is the effectiveness of the State Financial Monitoring Service of Ukraine that lies in reducing the shadow activities of economic entities in the country. |
