It is stated that despite certain stylistic and even meaningful differences in the definition of the term "rule of law", the authors hold a single position, according to which the rule of law is the state of compliance with the requirements of all normative legal acts by the participants of social relations, and not a certain part of them. On the basis of a critical understanding of the proposals, understanding the term of the law and order as a narrower than public order, and the notion of public order - more narrow than public security, argues that the term "rule of law" should be understood as the state of observance of all norms of law, and the meaning of this term covers and public order and public safety.
