| Короткий огляд (реферат): | Метою статті є визначення особливостей публічного адміністрування у секторі безпеки й оборони. З’ясовано, що удосконалення системи публічного адміністрування потребує перегляду базових критеріїв оцінювання діяльності публічної адміністрації. Надано характеристику особливостей публічного адміністрування в секторі безпеки й оборони. Визначено, що ефективність публічного адміністрування як ступінь досягнення його цілей за мінімальної витрати фінансово-економічних, гуманітарних та часових ресурсів являє собою ступінь задоволення потреб фізичних та юридичних осіб відповідно до сфери компетенції органу публічної адміністрації. Акцентовано на ролі громадського нагляду (контролю) у досліджуваній сфері. |
| Опис: | The purpose of the article is to determine the features of public administration in the security and defense sector. The article determines that the improvement of the public administration system requires a revision of the basic criteria for assessing the activities of public administration, which are currently prevailing in theory and practice. The reasoning is that public administration in the security and defense sector has its own characteristics, which cannot be reduced to taking into account all the needs and interests of individuals and legal entities. Attention is focused on the inadmissibility of identifying public administration and public administration. The article defines that the effectiveness of public administration as the degree of achievement of its goals with a minimum expenditure of financial, economic, humanitarian and temporary resources is the degree of satisfaction of the needs of individuals and legal entities in accordance with the competence of the public administration body. This determines the decisive influence of the needs of individuals and legal entities on the definition of criteria for the effectiveness of public administration bodies. Such needs include the following groups: economic, socio-political, educational, environmental, social protection. The argumentation is given that the system of public control (supervision) is able to develop, verbalize and apply criteria for assessing the effectiveness of public administration in the security and defense sector. Attention is focused on the shortcomings of the legislation on democratic civil control. The conclusion is made that the effectiveness of public administration in the civil sector and in the security and defense sector has as its general criteria the quality and speed of implementation of administrative procedures within their competence. The subjects of assessment will differ: while in the civilian sector such actors are general, in the security and defense sector, they will be special. |
