| Короткий огляд (реферат): | Розкрито особливості інформаційно-аналітичного забезпечення оперативно-розшукової діяльності в Україні. Встановлено, що враховуючи міжвідомчий та мультифункціональний характер оперативно-розшукової діяльності, її інформаційно-аналітичне забезпечення необхідно розглядати як комплекс заходів, здійснюваних відповідними суб’єктами та спрямованих на пошук, збір, аналіз, систематизацію та використання оперативно значущої інформації з метою ухвалення законних та обґрунтованих рішень. При цьому основною функцією інформаційно-аналітичного забезпечення ОРД є аналітична робота, результат якої – ухвалення відповідного управлінського рішення. З метою удосконалення інформаційно-аналітичного забезпечення оперативно-розшукової діяльності пропонується запровадження інформаційної моделі незалежного управління. |
| Опис: | The article reveals the features of information and analytical support for operative and investigative activities in Ukraine. In order to successfully perform the assigned tasks, the operative units must have the appropriate information, as well as use it effectively, which is possible only under the condition of its high-quality and fast analytical processing. The validity of the decisions made during the implementation of operative and investigative activities depends on the correct work with information. At the same time, the absence, incompleteness, and untimely receipt of information causes the low efficiency of operational units and negatively affects the final results of operations. It has been established that, taking into account the interdepartmental and multifunctional nature of investigative activities, its information and analytical support must be considered as a set of measures carried out by relevant subjects and aimed at the search, collection, analysis, systematization and use of operationally significant information for the purpose of adopting legal and justified solutions At the same time, the main function of the information and analytical support of the OІА is analytical work, the result of which is the adoption of an appropriate management decision. It is necessary to apply military experience in the field of law enforcement, in particular, during the organization and implementation of operative and investigative activities. After all, the illegal activities of the criminal element, especially in wartime, can cause more damage than the actions of the enemy on the battlefield. It is necessary to unify the information databases of all units of the security and defense sector of Ukraine. The use of a single state-wide information system will reduce the workload of operational units and allow effective use of state information resources in real time. In order to improve the information and analytical support of operative and investigative activity, it is proposed to introduce an information model of independent management. It is necessary to move to new management technologies with long-term developments, thanks to which managers become informationally independent from subordinates. |
