dc.description	The article is devoted to the research of the processes of decentralization and standardization of public services in Ukraine, in particular in the field of health care. The impact of the introduction of public service standards on improving the efficiency of local budget management and the quality of management processes for the provision of public services to the general population is substantiated. It is proposed to consolidate the minimum standards of public services at the legislative level. Their content and structure are revealed. Criteria for determining standards of public service provision are proposed. There are: efficiency, minimum cost of service provision, availability, complexity of service provision, sensitivity to consumers, publicity and availability of information about all public services. Formal approval of the standard of public service provision as a document does not make sense without a deep transformation of the scope of service provision, approaches to their understanding, formation, distribution and financial support. The example of health care in Ukraine traces some aspects of the transformation of the service sector, approaches to their understanding, formation, distribution and financial support on the basis of decentralization, as well as attempts to standardize public services. First of all, there was a transition from the policy of financing the declared public services to the financing of actually provided services. Significant expansion of educational and medical functions of local governments has created opportunities to optimize the list of public services and ways to finance them. This requires a review of approaches to the formation, provision and financial provision of public services to the population. Attempts to standardize public services are being followed within the framework of a pilot project on the implementation of state guarantees of medical care under the program of medical guarantees for secondary (specialized) medical care in Poltava region. Recommendations for the introduction and improvement of public service standards on the example of health care are determined. The step-by-step process of their formation is proposed.	uk_UA
dc.description.abstract	Стаття присвячена дослідженню процесів децентралізації та стандартизації публічних послуг в України, зокрема у сфері охорони здоров’я. Обґрунтовано вплив впровадження стандартів публічних послуг на підвищення ефективності управління коштами місцевих бюджетів та якості управлінських процесів щодо надання публічних послуг населенню загалом. Запропоновано закріплення мінімальних стандартів публічних послуг на законодавчому рівні, розкрито їх зміст та структуру. На прикладі сфери охорони здоров’я в Україні прослідковано окремі аспекти трансформації сфери надання послуг, підходів до їх розуміння, формування, розподілу та фінансового забезпечення на засадах децентралізації, а також спроби стандартизації публічних послуг. Сформовано рекомендації щодо впровадження та удосконалення стандартів публічних послуг на прикладі сфери охорони здоров’я, запропоновано поетапний процес їхнього формування.	uk_UA
