Принцип відкритості та прозорості у діяльності Національної поліції України

Abstract

У статті аналізується принцип відкритості та прозорості як основа діяльності Національної поліції України. Розкрито сутність та зміст термінів «відкритість», «прозорість»; проведено їх порівняльний аналіз. На основі доктринальних положень та чинного законодавства виділено організаційно-правові форми реалізації принципу відкритості та прозорості діяльності Національної поліції.

The article analyses the principle of openness and transparence as the basis for the National police of Ukraine activity. There was emphasized the necessity of creating the system of social partnership among police and civil society institutions, which presupposes functioning of the first ones on the grounds of the principle of openness and transparence. It was singled out that openness and transparence make the fundamental principle for the police activity and the strategic element for creating high-quality interaction among them and the public. The article states that the openness in the National police activity lets citizens get the adequate notion and form the critical opinion about its representatives activity on the grounds of democracy. The openness presumes the whole range of social, economic and political forces. It was defined that transparency reinforces the police responsibility and the level of trust to them, ensures reverse connection in both directions. Transparency makes the work of police understandable, presupposes the possibility of interaction among citizens, their unions, legal persons with police while realizing the state policy, influence the decision and these bodies activity, gives access to all available, objective and authentic information about their activity. So, it is a critical element of police activity. On the basis of doctrine statements and law in force the organizational-legal forms of transparence and openness principles realization in the activity of the National police of Ukraine have been defined. The following conclusion has been made: openness – means being informed about police actions and transparence – is a real possibility to influence their activity. Guaranteeing police activity on the grounds of the principle of openness and transparence is necessary to achieve different aims, while the main goal is strengthening public trust to the National police, which will further on assist the effective development of civil society in Ukraine.
