| Короткий огляд (реферат): | Висвітлено питання державної політики щодо наркотиків у частині, що стосується запобігання наркозлочинності. Зроблено висновок про сутність та тенденції наркозлочинності як тіньового високоспеціалізовного та високоорганізованого бізнесу, що дає підстави говорити про попит, пропозицію, наркозбут та відмивання доходів від незаконного обігу наркотиків, які втілюються в сукупності кримінальних правопорушень (наркозлочинів). Звернення до проекту Стратегії державної політики щодо наркотиків до 2030 року показало пріоритетність запобігання попиту на наркотики, що не відповідає сутності наркозлочинності та основним положенням європейської антинаркотичної стратегії на 2021‒2025 роки, пріоритетами якої є запобіжний вплив на пропозицію, збут наркотиків та відмивання доходів від їх обігу |
| Опис: | The Strategy of State Drugs Policy until 2030 (draft) conceptual provisions in the context of their prospects impact on drug crime prevention analysis results are presented in the article. In the program documents devoted to state drug policy (in the part related to the drug crime prevention), it is advisable to emphasize on not so much a set of measures as a clear understanding of the prevention policy. Their choice should be based on the drug crime perception as a type of shadow highly specialized and highly organized business, the essence of which is mediated in the supply, demand, sale and proceeds laundering from illicit drug trafficking. Drug crime trends characterize the current state and prospects for the development of supply, demand, sales in drug markets and drug cooperatives money further laundering. These components correspond to the division of countries on the «map of drug crime». Program documents retrospective analysis has showed that the legislator for a long time recorded a rather vague idea about drug crime prevention priorities under different slogans concerning systemic influence on it. The appeals to the Strategy for State Drugs Policy until 2030 (draft) provisions in the context of their impact on prospects of drug crime prevention have shown attempts of moving to drug demand prevention priority. This decision, given the current trends in drug crime, is considered contradictory, having taken into account the main provisions of EU Drugs Strategy 2021-2025, whose priorities are to prevent drugs supply, sale and money laundering. Given the above, there are reasons to suggest the domestic anti-drug program documents inclusion in European context and clarify the priorities of preventive activities against drug crime with an emphasis on countering the supply and money laundering |
