| dc.description | The article deals with comparative and legal consideration of such state program documents as concepts, doctrines and strategies in legislative support of national proactive foreign information policy. Regarding that the subjective right to information is increasingly deprived of signs of absoluteness, the emphasis has been placed on the comprehensive formation of legal guarantees for national information policy, which aims to protect the information sovereignty and information security of the nation. In the current conditions of the hybrid war against Ukraine, which includes information warfare and special operations, the transition from reactive (defensive) to proactive (offensive) information policy of the state, in particular at the international level, becomes a priority. According to the results of comparative and legal analysis of such program documents of the state as doctrines, strategies and concepts, shortcomings have been identified and measures to improve the legislative support of national information policy have been proposed. Unlike protective functions, proactive information activities of the state have not yet received clear legislative regulations. Moreover, the issue of information security has become extremely important during the Russian hybrid war against Ukraine, when along with the use of conventional weapons and economic levers, they are widely and subtly used, in particular. The author has concluded that today Ukraine does not have a proper legal framework for foreign information policy. In this concern he has proposed the legislative consolidation of definitions, procedures for the development and adoption of such atypical regulations as concepts, doctrines, strategies, programs; to systematize information legislation through consolidation; to involve civil society institutions in draft law process. | uk_UA |
| dc.description.abstract | Зважаючи на те що суб’єктивне право на інформацію все більше позбавляється ознак абсолютності, наголошено на комплексному формуванні нормативно-правових гарантій забезпечення державної інформаційної політики, завданням якої є захист інформаційного суверенітету держави та інформаційної безпеки її громадян. У сучасних умовах гібридної війни проти України, складовою якої є інформаційна війна та спецоперації, пріоритетного значення набуває перехід від реактивної (захисної) до проактивної (наступальної) інформаційної політики держави, зокрема на міжнародному рівні. За результатами порівняльно-правого аналізу таких програмних документів держави, як доктрин, стратегій і концепцій виявлено недоліки та запропоновано заходи вдосконалення законодавчого забезпечення державної інформаційної політики. | uk_UA |
