| Короткий огляд (реферат): | У статті висловлено думку щодо недостатньо оціненої ролі суспільства в правоохоронній діяльності. Підтверджує таку позицію співвідношення чисельності поліцейських з рівнем протидії злочинності в різних країнах світу. Проаналізовано міжнародний досвід підвищення ефективності правоохоронної діяльності, зокрема із залученням населення та застосуванням сучасних інформаційно-аналітичних систем. Указано на потребу кардинального форматування правоохоронної системи стосовно підвищення рівня довіри населення, що неодмінно сприятиме її ефективності. |
| Опис: | The article discusses the insufficiently assessed role of society in law enforcement activities. Confirms the position of the ratio of police officers to the level of counteraction to crime in different countries of the world. The international experience of increasing the effectiveness of law enforcement activity, including involving the population and applying modern information and analytical systems, is analyzed. It is indicated the necessity of cardinal formatting of the law-enforcement system in the direction of raising the level of public confidence, which will definitely contribute to its effectiveness. In particular, returning community trust to law enforcement agencies is possible through professional and effective actions to identify those who commit crimes. But in modern conditions, this is quite problematic. Opportunities of operational units, which are the main driving force behind the disclosure of crimes, are so narrowed that reduces the effectiveness of their work to a minimum. Absolutely not contributing to the change in the situation and recent developments around the detection of corruption in government officials. The law enforcement system has shown an inability to punish those found during the commission of crimes. Moreover, the disclosure of the above facts only worsened the crime situation, as many citizens saw the impunity of unlawful acts. Even those who did not commit crimes earlier began to think about it. The main task of the state policy in the field of ensuring law and order should be to stimulate each person to promote the development of all other members of society. Encourage the formation of a public order that guarantees the security of both personal and other types of social life. Such processes are already beginning to take shape in the west, but attempts by the state to expand access to the necessary information meet an active opposition under the slogan of protecting the rights and freedoms of the individual. Moreover, such a position takes into account the interests of a particular subject, ignoring the security of society as a whole, which, from our point of view, is inadmissible. |
