| Короткий огляд (реферат): | Узагальнення результатів дослідження дало змогу систематизувати наявні визначення регуляторної політики, а також встановити цінність їх застосування в теоретико-методологічному плані. Удосконалено класифікацію регуляторної політики, яка, на відміну від наявних, розширена класифікаційними ознаками: за об’єктом впливу, за цільовою спрямованістю, за масштабом охоплення, за прогресивністю, характером та змістовністю, що дозволяє забезпечити більш повне розкриття вибраного напряму дослідження, чітко визначити відповідні їм методи та інструменти регуляторної політики. До наявних класифікацій регуляторної політики додано класифікації за такими ознаками, як: прогресивність (відстала, посередня, зразкова), характер (інертна, прогресивна) та змістовність (корегуюча, захисна, трансформаційна). |
| Опис: | The purpose of the article is to systematize defnitions of regulatory policy and broaden its classifcation. The research has shown that most of them have different key points, and they are considered and interpreted by scientists from different points of view – from administrative (regulatory and legal), economic or mixed. The research is based on the analysis of concept defnition of “state regulatory policy” from different aspects, scientists’ views, as well as legislative and regulatory interpretation. The analysis of the basic defnitions of the state regulatory policy proposed by scientists leads to the following conclusion: the existing interpretations of this term do not fully reveal the essence and main features of the regulatory policy regarding its development as an object of influence. It should be noticed the fact that the subject of our review is specifcally the regulatory development policy of national economy. Summarizing the results of the research made it possible to systematize the existing defnitions of regulatory policy and to establish their value in theoretical and methodological use. The existing classifcation of regulatory policy has been improved. The classifcations of “regulatory policy” have been expanded by adding such classifcation features as the object of influence, targeting, scope, progressiveness (backward, medium, exponential), character (inert, progressive) and content (corrective, protective, transformational). The last three features reveal the direction of the study, which allows making the classifcation process of regulatory policy in more methodological approach from the viewpoint of reasonable extension of the classifcation features. Systematizing the defnitions of regulatory policy and broadening its classifcation makes it possible to clearly establish the substantive meaning, to cover the chosen research direction in full, to identify appropriate methods and instruments of regulation, and, depending on the goals of the study, to formulate an appropriate type of regulatory policy for the development of the national economy. |
